Where to Start

To ensure coordinated, strategic, and effective grant seeking efforts across campus, all planned proposal and application submissions requesting external funding must be reviewed and approved by Fairmont State University administration prior to submission. The Office of Sponsored Programs (OSP) serves as the centralized unit on campus to coordinate the review and approval of all grant applications.

OSP can help you identify potential funding sources, provide tips and resources for project and proposal development, critique and edit proposal narratives, ensure budgets are complete and accurate, and make sure everything is in place for a competitive proposal submission and, if funded, a successful project implementation. 

If you are interested in securing external funding for a project or research, we recommend that you contact OSP early in the process. To formalize the institutional support you will need to pursue funding, submit the Proposals form within Kuali. This form will go through an automatic workflow which obtains approvals from your dean or direct supervisor to indicate their support of the proposed project. 

It is important to notify the appropriate supervisor early in the proposal development stage to ensure that the project is in concert with the mission of the department/unit and that the internal support for the project activities will be available. Matching funds, release time, and other institutional commitments should be secured from the department chair and then dean well in advance of developing the actual final proposal. 

To ensure accurate, comprehensive, and coordinated management of all sponsored activities, all proposals for external grants and contracts originated by faculty or staff members at Fairmont State University are to be routed through OSP.

What is Kuali?

Kuali Sponsored Programs is a Software as a Service (SaaS) platform that enables users to track multiple grant applications, awards, subawards, and various other datapoints in one place. Kuali also has form configuration, which allows Principal Investigator (PIs) to submit and track their grant submissions in one place.

How is Kuali Being Implemented at Fairmont State University?

All Fairmont State employees, including those who are interested in being a PI and those in department chair, dean, director, or other University approval positions, will utilize Kuali to submit and/or approve a Declaration of Intent (DOI) and a Proposal Certification.

As a reminder, please see the following definitions before submitting a form in Kuali:

  • Declaration of Intent (DOI) - This is the first step of the institutional approval process for requesting external funding.
  • Proposal Certification - The Proposal Certification is the final approval needed before a grant proposal can be submitted. Using your DOI, create a new version of the document, reviewing and updating any information that has changed.
  • Proposal Certification-Waved DOI - Choose this option if you have received permission from the Director of the Office of Sponsored Programs (OSP) to waive the DOI due to varying circumstances.

Upon identification of a grant or external funding opportunity of interest, a Declaration of Intent must be submitted so the proposed project may undergo an internal review and automatic workflow routing to ensure various responsible persons endorse the project and that there is compliance with agency, institutional, and state policies, regulations, and guidelines.

The Proposal Certification must be completed and approved by all authorized individuals at least FIVE (5) WORKING DAYS prior to submitting any final proposal to a funding agency or organization.
